Flood Risk Assessments for Planning

A Flood Risk Assessment (also referred to as an FRA) is a report which considers the proposed use of the site and    assesses the potential risk of flooding to the site from multiple sources of flooding. This allows local authorities to understand whether a development will be safe in relation to different types of flooding.

FRA's are necessary for many different types and sizes of projects, from householder developments, new home     extensions, change of use of the property, through to minor and major developments.

Do I need a Flood Risk Assessment?

In accordance with the National Planning Policy Framework (NPPF) and Environment Agency (EA) guidance, a Flood Risk Assessment (FRA) is required to accompany a planning application when a development site is:

  • located within an area designated as being within Flood Zone 2 or Flood Zone 3 (including minor development and change of use)
  • greater than 1 hectare (ha) in size (regardless of flood zone designation)
  • includes a change of use in development type to a more vulnerable class (e.g. from commercial to residential)
  • the development could be affected by other sources of flooding the by rivers and sea (e.g. surface water/overland flow or reservoirs)
  • located within an area identified to have critical drainage problems by the Environment Agency

What is a Flood Risk Assessment?

A Flood Risk Assessment (FRA) considers the location and proposed use of the site and assess the potential risk of flooding to that site from multiple sources of flooding including:

  • Sea (Tidal)
  • Rivers (Fluvial)
  • Surface Water and overland flow (Pluvial)
  • Groundwater
  • Sewers (Surcharge)
  • Artificial bodies (Reservoirs & Ponds)

Each Flood Risk Assessment is bespoke to the individual site and is tailored to identify the sources of risk to the the site and will outline any potential mitigation measures suitable to the development that could be incorporated within the proposed development.
